Looking for info on antique diamond ring?

I have come across a beautiful ring that is dated to the 1800’s. It is the original platinum setting and the original diamond, it has never been altered. The diamond is around 1.3 carats and is European cut (that indicates it was cut before 1908) and has diamond detail going down the band. It is very intricate and definitely hand made. The number ‘23′ is hand carved on the interior band- I’m told this is the signature of the original jeweler. Does anyone have any information on this jeweler or, more importantly, a reasonable market price for an item like this??

The sales told me that it’s a 1/3 carat weight natural diamond, D class, probably between VS1-SI2 clarity with fair cut. When I asked for the certificate, they told me that they don’t issue one for diamonds that are small. They only offer 2-years warranty. Is it true that diamonds that are small doesn’t come with a certificate? Or is this a scam?

And I just took it in less than 3 weeks ago. This is really getting to be an inconvenience. I’m thinking about asking if I can trade it for a different style. What do you think my chances are?

The ring is made by a company called Coast and we bought it from a retailer.
The ring has turned black around all the little diamonds (its not dirty) its tarnished. They are saying that it is a chemical reaction that is our fault..has anyone ever heard of such a thing? Can a Jeweler get soldered wedding rings apart?
